The reason that the full death toll is unknown is that the rubble is under water. "The dangers divers face are extreme, avoiding mountains of twisted steel and concrete and cars," CBS' Byron Pitts explained. The debris field has "created pockets of fast moving water, small whirlpools that can pull a diver to his death." A rescuer described it to NBC's Lee Cowan like this: "Imagine the search for victims at Ground Zero in New York--only under water." Cowan went out on the water of the Mississippi in a canoe to demonstrate its strong current and limited visibility: "Add to that concrete, sharp edges, debris, gas, oil." And above ground, ABC's Dan Harris warned, "those huge slabs of concrete are incredibly unstable."
